  • Served as a special assistant to the Secretary for Dispute Resolution. He resolved numerous environmental and employment disputes.
  • Chief counsel to the United States Parks Service and the U.S. Fish and Wildlife Service, another presidential appointment
  • Directed the litigation and settlement of a number of environmental and land use disputes.
