Paul Dubow is an arbitrator and mediator with offices in San Francisco. He has served as an arbitrator in approximately 200 cases and in an equal number of mediations. He was a member of the committee that developed the employment rules for the American Arbitration Association. As director of litigation at Dean Witter Reynolds Inc (now Morgan Stanley Inc.), he tried approximately 130 arbitration cases in the securities and employment field and supervised hundreds of others. From 1991 to 2002, he served as the lone securities industry representative to the Securities Industry Conference on Arbitration, the organization that is the originator of the rules in the securities arbitration field. He also served two terms (1988-1991 and 1999-2002) on the NASD National Arbitration and Mediation Committee. He also served as vice chair and chair of the State Bar Task Force on Complex Litigation and was a member of the Judicial Council of California working group that promulgated the rules for mediators in court annexed mediations.

Paul is the  author of the arbitration section of the  annual update of California law for the Business Law Section of the  California Lawyers Association He is the author of "Tweaking Arbitration: Can the RUAA Fill the Gaps in the FAA?", Business Law Today, Vol. 9, No. 1; "The Uniform Arbitration Act and its Effect on Securities Arbitration", Securities Arbitration Commentator, Vol. XII, No. 2-3; "Avoiding the Pitfalls of Mediation Confidentiality", Contra Costa Lawyer, vol. 21, no. 3; "Collecting Attorney Fees in Arbitration", California Litigation Magazine, vol. 22, no. 3; "The Cassel Decision: More Questions than Answers", California Litigation Magazine, vol. 24, no. 1 (2011); "Can Post Award Searches Vacate Arbitration Awards?" California Litigation Magazine, vol. 27, no. 1 (2014); "Recent Developments in Arbitration Disclosure", Contra Costa Lawyer, vol. 28, no. 5 (2015); "Failure to Pay Arbitrator's Fees", California Litigation Magazine, vol. 29, no. 3, (2016); and "I Agreed to Arbitrate That?", Contra Costa Lawyer (2017). He is also a contributor to the "Guide to Best Practices in Commercial Arbitration" published by the College of Commercial Arbitrators. Paul is a member of the editorial boards of the Securities Arbitration Commentator and California Litigation Magazine.

Memberships & Affiliations

Paul is a fellow and board member of the College of Commercial Arbitrators and chair of its Editorial Committee. He is a past president of The Mediation Society of San Francisco and the California Dispute Resolution Council and is a former co-chair of the Arbitration Committees of the ABA Dispute Resolution and Litigation Sections. Paul is also a member of the board of directors of the Contra Costa County Bar Association ADR Section and a member of the Arbitration Committees of the California State Bar Litigation Section and Bar Association of San Francisco. He is a former member of the California State Bar Committee on Alternate Dispute Resolution.


$400 per hour plus fixed preparation time fee in mediation cases of $800 (. Normally, no charge for travel time within California but there is a charge for travel expenses. .
