Paul Dubow is an arbitrator and mediator with offices in San Francisco. He specializes in employment (discrimination and wage claims in particular), commercial law, contract, insurance, securities, and health law matters. He was director of litigation at Dean Witter Reynolds Inc (now Morgan Stanley Inc.) from 1970 to 1996. In that capacity, he tried approximately 130 arbitration cases in the securities field and supervised hundreds of others. From 1991 to 2002, he served as the lone securities industry representative to the Securities Industry Conference on Arbitration, the organization that is the originator of the rules in the securities arbitration field. He also served two terms (1988-1991 and 1999-2002) on the NASD National Arbitration and Mediation Committee.

Mr. Dubow is the  author of the arbitration section of the  nnual update of California law for both the Litigation and Business Law sections of the State Bar of California and the arbitration and mediation updates on the California Dispute Resolution Council website. He is the author of "Tweaking Arbitration: Can the RUAA Fill the Gaps in the FAA?", Business Law Today, Vol. 9, No. 1; "The Uniform Arbitration Act and its Effect on Securities Arbitration", Securities Arbitration Commentator, Vol. XII, No. 2-3; "Avoiding the Pitfalls of Mediation Confidentiality", Contra Costa Lawyer, vol. 21, no. 3; "Collecting Attorney Fees in Arbitration", California Litigation Magazine, vol. 22, no. 3; "The Cassel Decision: More Questions than Answers", California Litigation Magazine, vol. 24, no. 1 (2011) and "Recent Developments in Arbitration Disclosure", Contra Costa Lawyer, vol. 28, no. 5 (2015). He is also a contributor to the "Guide to Best Practices in Commercial Arbitration" published by the College of Commercial Arbitrators. Paul is a member of the editorial boards of the Securities Arbitration Commentator and California Litigation Magazine.

Mr. Dubow served as vice chair and co-chair of the California State Bar Complex Litigation Task Force (1991-2000) .

He is a past president of The Mediation Society of San Francisco and the California Dispute Resolution Council and is a former co-chair of the Arbitration Committees of the ABA Dispute Resolution and Litigation Sections. Paul is also a fellow of the College of Commercial Arbitrators and chair of its Editorial Committee, a member of the board of directors of the Contra Costa County Bar Association ADR Section and a member of the Arbitration Committees of the California State Bar Litigation Section and Bar Association of San Francisco. He is a former member of the California State Bar Committee on Alternate Dispute Resolution.

Paul was also a member of the Judicial Council appointed working group that promulgated the rules for mediators in court annexed mediations.


$400 per hour plus fixed fee of $800 for preparation. Normally, no charge for travel time within California but there is a charge for travel expenses. No cancellation fee. Fees are normally split between the parties.
