BIOGRAPHICAL:Since 1998 Ray's practice has been primarily limited to alternative dispute resolution, mainly mediation and arbitration. He took his first mediation training in 1987 and, in 1989, was among the first mediators certified by Florida's 1st Judicial Circuit Court. He served as a volunteer mediator for the Escambia County Juvenile Restitution Program from 1994-96. Ray is now a Florida Supreme Court certified circuit and family mediator (Certificate No. 01349FR originally issued in 1991) and assistant circuit civil mediation trainer, arbitrator (Supreme Court certified arbitration training program completed in 1992) and is active in numerous alternative dispute resolution (ADR) activities. He presents ADR topics at seminars and has taken advanced ADR training and continuing education courses, including the Florida Conflict Resolution Consortium's 4-day Resolving Florida's Public Problems course. Ray currently serves on committees focusing on alternative dispute resolution.
Ray has mediated almost 2,000 cases and approximately 70% have settled. He has arbitrated a number of business, commercial and professional matters. He served the United States District Court for the Northern District of Florida as special master in civil suits and as mediator in a complex, multi-party environmental case. Ray has been appointed special master in a variety of other cases. He has been an umpire in hurricane insurance appraisal cases. Ray is vice-chair of the Florida Supreme Court's Mediator Ethics Advisory Committee.
EDUCATION:Lou is a graduate of Pensacola Catholic High School, Spring Hill College (English Literature) and the University of Florida (Law). Ray began his general civil law practice in Pensacola in 1966. He is an AV rated attorney. Ray took his first mediation training in 1987 and, in 1989, was among the first mediators certified by Florida's 1st Judicial Circuit Court. He serves as vice-chair of the Mediator Ethics Advisory Committee.
Memberships & AffiliationsRay has been active in professional organizations such as national and state bar associations and law related groups, the Escambia-Santa Rosa Bar Association (President 1989-90, member of the Judicial Liaison committee since 1991, member of the Family Law committee since 1993, and recipient of the bar's continuing community service award in 2003), and the Escambia County Law Library Board (Director 1990-96). He is a 1989 recipient of The Florida Bar President's Pro Bono Service Award for the four county area. Ray served on the Board of Governors of the Young Lawyers Division of The Florida Bar and on the Judicial Nominating Commission and Grievance Committee of the First Judicial Circuit of Florida. He represented the Northern District of Florida at the 1990 Federal Judicial Conference for the 11th Circuit. Ray served on the Statewide Nominating Commission for Judges of Compensation Claims from 1994 to 1996.
RatesRay's regular rate is $100 per hour, per party, for a session and for any travel time he spends in excess of one (1) hour (in other words, there is no charge for the first hour of travel by him). A 3 hour/$300 minimum fee is payable by each party before a session scheduled for a half day and a 6 hour/$600 minimum fee is payable by each party before a session scheduled for a full day (complimentary lunch is included). Night, weekend and holiday rates are higher. One-half the minimum fees for all parties is immediately due and payable by a party cancelling a session less than a week in advance, but the payment will be applied to the final bill if and when the session actually takes place. The full minimum fees for all parties must likewise be paid by a party who "no shows," but one-half the payment will be applied to the final bill if and when the session actually takes place.
